[T]here can never be peace without its essential elements of liberty, justice, and independence.

That which breaketh a law, and abideth not by law, but seeketh to become a law unto itself, and willeth to abide in sin, and altogether abideth in sin, cannot be sanctified by law, neither by mercy, justice, nor judgment. Therefore, they must remain filthy still.

What would be the consequences of such a perversion? ... In the first place, it would efface from everybody's conscience the distinction between justice and injustice. No society can exist unless the laws are respected to a certain degree, but the safest way to make them respected is to make them respectable. When law and morality are in contradiction to each other, the citizen finds himself in the cruel alternative of either losing his moral sense, or of losing his respect for the law—two evils of equal magnitude, between which it would be difficult to choose.

It seems to me that the rights of the state can be nothing but the regularizing of pre-existent personal rights. For my part, I cannot conceive a collective right that does not have its foundation in an individual right or presuppose it. Hence, to know whether the state is legitimately invested with a right, we must ask whether the individual has that right in virtue of his nature and in the absence of all government.

Of all these things respecting which learned men dispute there is none more important than clearly to understand that we are born for justice, and that right is founded not in opinion but in nature. There is indeed a true law (lex), right reason, agreeing with nature and diffused among all, unchanging, everlasting, which calls to duty by commanding, deters from wrong by forbidding... It is not allowable to alter this law nor to deviate from it. Nor can it be abrogated. Nor can we be released from this law either by the senate or by the people. Nor is any person required to explain or interpret it. Nor is it one law at Rome and another at Athens, one law today and another thereafter; but the same law, everlasting and unchangeable, will bind all nations and all times; and there will be one common Lord and Ruler of all, even God, the framer and proposer of this law.

Throughout history, it has been the inaction of those who could have acted; the indifference of those who should have known better; the silence of the voice of justice when it mattered most; that has made it possible for evil to triumph.

And it is under the law of justice -- under the reign of right; under the influence of liberty, safety, stability, and responsibility -- that every person will attain his real worth and the true dignity of his being. It is only under this law of justice that mankind will achieve -- slowly, no doubt, but certainly -- God's design for the orderly and peaceful progress of humanity.

I defy anyone to say how even the thought of revolution, of insurrection, of the slightest uprising could arise against a government whose organized force was confined only to suppressing injustice.

Since law necessarily requires the support of force, its lawful domain is only in the areas where the use of force is necessary. This is justice.
